    ACC pulls plug on plant

    A plan to process waste railway ties in a Mission Flats cogeneration plant is dead.

    Kim Sigurdson, president of Aboriginal Cogeneration Corp., said Thursday night the company has decided to pull the plug on plans for installing two gasification units at its leased site, and will start looking around for other possible locations.

    While several factors led to the decision, Sigurdson told The Daily News a public forum on the issue last week had a “profound” effect on him.

    “We heard what the people were saying, and we decided to follow through and find another location,” he said after issuing a formal announcement.

    More than 500 people showed up at a Kamloops Chamber of Commerce forum a week ago, and most made it clear they didn’t want the plant located here. Sigurdson said after the forum he would reconsider ACC’s plans and shareholders would make a decision within a week or two.

    Sigurdson said he still hopes to get access to development money promised last year by the provincial Innovative Clean Energy (ICE) fund, which MLAs Terry Lake and Kevin Krueger tried to scuttle due to what they viewed as a lack of public consultation.

    “We’re going to work with our friends within the B.C. government and try to find a place that would be suitable for this technology,” he said, adding that he has been working on options behind the scenes for the past several weeks.

    “We’re going to have to see how that (ICE funding) works. If we stay in B.C. we should be eligible," said Sigurdson.

    Lake, calling ACC’s decision “a good thing,” said the company will have to go through a consultation process wherever it locates, but he’s willing to work with Sigurdson to find a suitable location.

    “I guess I’ve been wondering whether he would do that or not (leave Kamloops) but given the amount of controversy it’s not surprising,” Lake said on hearing the news. It’s “hard to tell” where the plant might go, he said, and because of the controversy here “it might be a bit of challenge” but there may be other communities that are interested.

    While Sigurdson doesn’t know where the plant might end up, he said he wants to keep it in the province.

    The decision, arrived at over the past two days, was a difficult one, he said. “It was a really tough decision. We fought long and hard.”

    He expects the air emissions permit issued by the Ministry of Environment will travel with the company, but will require amendments depending on where the plant is constructed.

    Chipping of waste ties at the Mission Flats site won’t be resumed, he said. “We’re pulling right out of Kamloops.”

    He wouldn’t speculate on what might happen with an appeal against his permit filed by local resident Ruth Madsen. That appeal has not yet been accepted for a hearing by the B.C. Environmental Appeal board.

    Madsen could not be reached for comment Thursday night.

    Sigurdson said the controversy in Kamloops has delayed ACC’s plans by six to eight months, and has cost “hundreds of thousands” of dollars that can’t be recouped. “It’s going to be painful, that’s for sure.”

    Lorna Williams, who, with her husband Mike, was instrumental in generating the initial protest against ACC, and in forming the now inactive Save Kamloops lobby group, was taken by surprise at the announcement.

    “I’m pleased to hear that,” she said, but “sad that another community could end up with it.” She said the announcement needs to “sink in” before opponents of the project decide what to do next.

    Summing up his feelings about the end result of his efforts to locate in Kamloops, Sigurdson said, “I’m not very happy about this. You can tell it in my voice — I’m not a happy camper.

    “Who could ever have seen this is the way it would play out.”

    I agree completely, shows you what hypocrites the Liberals are. Campbell gives the illusion of being green, but is in fact promoting dirty industry in his attempt to privatize our power and sell it to the states. Practically giving away water rights, charging low royalties and giving our tax dollars to corporations. What a disservice to British Columbians! I think it's great ACC is gone. Hopefully it will discourage other polluting industry from coming and encourage clean businesses and professional people (like doctors).

    There are huge social and economic costs associated with the health and environmental problems caused by airborne pollutants. The BC government’s Guide to Airshed Planning states that poor air quality limits economic development for areas because businesses may choose to locate their businesses where the air quality is better and that, “degradation in visibility or a perceived health risk from poor air quality may have an adverse effect on local or regional tourism”.

    I would personally like to thank the MLA's, city council, and mayor, for showing everyone that kamloops is anti-business, and that they are not into new ideas, or jobs being brought to the area.

    Most already new kamloops is run by a bunch of " Good'ole biys" not wanting anyone new in here.
    But this proves it beyond all doubt.

    I am deeply saddened that ACC will not be here, it was a great idea, with the best, and cleanest of technology, and a job creator.

    They got run out of town, and everyone unemployed can thank the city for being jobless.
    No one will want to relocate, or bring a new business to kamloops seeing how unfriendly the people here are to growth.

    This is great news. The power of the people and democracy prevail. I do apologize to people like grouchy though, I know you (and possibly one or two others)wanted ACC in Kamloops, and you lost. You insult the people opposed to ACC calling them hypocrites and idiots, too bad that is all you could contribute to the subject.

    And to be so misguided and to think that this creates a "NO BUSINESS" image for Kamloops. This may discourage the pollutants of the business world, but I doubt it will make as big a difference as grouchy thinks.

    PS, you have absolutely zero clue as to how many people were/are opposed to ACC, guessing it was less than 10,000 people opposed to ACC is just that, an uneducated guess.
    And besides, when I look at how many people I witnessed opposing ACC, it sure trumped the amount of people (grouchy) I saw advocating for ACC.

    You know it's pretty funny, I've always believed in treating people like I would want to be treated.

    Previously I used to say "with respect I disagree with you", but after having my intelligence insulted, after reading someone else dissing my mother, after being called numerous names, after being told to shut up, after being told I'm off my meds (etc), I just gave up.

    I grew up in Brock and I remember the stink when the wind blew the wrong way.I don't know if the technology has improved but I remember that it cost a lot of money to build that stack out of the valley.Now Domtar wants to put stacks down in the valley again.I'm glad I don't live there anymore.On ACC,I think they chose a bad location.The pulpmill was allowed to locate there long ago.I don't think we should repeat the mistakes of the past.Keep industry away from the river.

    The proposed technology is indeed the best method for disposal so far, however, there are simply far too many unknown's of long-term health related side-effects for anyone in their right mind to accept this plant within proximiity of an urban centre. There are thousand's of km's of railroad this plant can relocate to.

    This is nothing short of great news for Kamloops.

    Menthelius, i'm happy that you think that Domtar's pollution is ok just because they provide a lot of high paying jobs. I guess in your mind that 20 jobs from a company thats trying to do the right thing and will emit far far less pollutants than Domtar are no good because it's only 20 jobs, not hundreds.There's a letter in todays paper you should read that is about Domtar. And to set the record straight, I am not against Domtar as a company, I am against the way that they avoided meeting their environmental obligations by ignoring them and then whining they could not afford to meet them and cry for an extension. That to me says not a good citizen of Kamloops. And believe it or not , this "triumph " over a so called dirty industry ( that no one could actually prove was "dirty " ) will affect how other companies look at Kamloops in the future ( whether they meet your definition of dirty or not ). I still hold the opinion that the ACC has the best plan yet to rid the country of the rail tie blight. Finally, at the very most , less than 10,000 people were against ACC and how you and others see that as a majority leads me to believe that you had a very selective and skewed education. So you go back to your job at Domtar and feel good that the company you are working for is going to pollute more in a year that 10 or 20 ACCs.

    Funny, my child does that. And when I give into him, it's called bad parenting...

    While I agree that ACC should have been involving the public sooner and more often, I never once heard the argument from those opposed to the facility on how they felt the emission numbers (as compared to the standards) were unjustifiably high. In fact, I don't recall seeing too many numbers at all...

    Too bad.

    I do agree with water meters, though. There was another post something to the effect of "that which is measured is monitored.." sorry if that's not correct, but the point was good.

    No one can rain on this parade. It is a good day when people speak up and actually win against all odds. WTG Kamloops! And thank you Mr. Sigurdson for listening to the will of the people. I have to give you credit for being willing to move on and hopefully you will approach other communities more appropriately with what you are selling.

    As for people worrying about any "chill factor" where business is concerned I suspect the only businesses that might avoid us are the ones that are dirty industry which is fine by me. Kamloops has a chance to change its reputation for the better and we'll welcome businesses that fit in with our Tournament Capital and tourist destination image. Over 100 doctors, an entire council and thousands of Kamloopsians are "a few rabid idiots??" Whatever!

    The 20 jobs that ACC would produce (and it was never clear how many locals would be hired) were never worth the risk to a community of this size. Some trade-offs just aren't worth it. If you want a job with ACC then follow the plant out of town. Truth is unemployment rates are higher in rural areas than in Kamloops proper and that is part of ACC's supposed raison d'être anyways... to give aboriginal people in remote areas work.

    You folks that have been ragging on those of us that have been vocal on this issue should be pleased to see that it is possible to actually make a difference by writing letters and protesting. There are times when it seems futile when our various levels of government are not the least bit responsive to their constituents. For once we won. And yeah, it took a lot of noise. What of it?

    As for Domtar's low stacks, THAT is a huge concern. As for the HST, THAT is a huge concern. Would you prefer we just go back to sleep? Besides, who would you berate and bully in these forums if we didn't fight back? :)
