    Identity of man shot, killed by police likely not confirmed until next week

    The identity of the man shot and killed by Kamloops RCMP Friday night won't be confirmed until next week, says the man leading the investigation.

    Rick Tuza, an acting staff-sergeant in the homicide division of Calgary Police Service, said tonight (Saturday) the dead man was in his early 50s, but positive identification will have to await an autopsy next week.

    However, several sources have identified the victim as Kamloops resident Wilbert Bartley, 50. Bartley, nicknamed Peaches by his friends, had a record of convictions on charges ranging from drug trafficking to possession of stolen property.

    Tuza arrived in Kamloops this morning along with two other investigators after RCMP asked Calgary police to conduct an independent investigation.

    The fatal shooting erupted at 6:15 p.m. Friday when an unmarked police van pulled up behind a badly rusted Toyota 4Runner that had stopped in the parking lot of the Robo carwash-Esso gas bar-So Espresso coffee shop complex in the 200 block of Tranquille Road.

    The Toyota was parked facing the coffee shop as the police van stopped behind it facing sideways. Witnesses said the Toyota lurched backwards and rammed the van. Several shots were fired and then the Toyoto plunged forward through the glass of the coffee shop.

    The body of the driver remained in the vehicle until today, Tuza said. “They (Kamloops RCMP) held the crime scene for us.”

    Tuza said the two RCMP members involved in the shooting have gone on days off.

    He could give few details of the incident, saying there are at least a dozen witnesses to be interviewed. He did not know how many shots were fired.

    Although the Toyota wasn't licenced to the man who was killed, police do not believe it was stolen. It has been removed to a police bay for further examination.

    He expected the investigation to take “most of the week.”

    Kamloops RCMP are saying little about a fatal shooting involving two of their officers as they await outside investigators to look into the incident.

    Const. Cheryl Bush said the shooting occurred at 6:15 tonight (Friday) at the Robo Car Wash on 200-block Tranquille Road. The area was taped off for several hours as RCMP waited for the coroner and investigators to arrive, the dead man left inside the vehicle with the windows draped with covers.

    Bush said at a 9:30 p.m. press conference she could not release information at this time about the man. He was driving a rusted Toyota 4Runner that smashed into the So Espresso Bistro coffee shop beside the gas station convenience store.

    The two officers involved, who have been with the force for several years, were not hurt.

    Witnesses believed the man was shot in the head before his truck drove forward into the plate-glass windows of the café.

    Deanna Toth, who was walking on the street nearby when the shooting occurred, said the Toyota had pulled into the parking area of the Robo gas bar and a green Dodge Caravan with police in it followed.

    She said she saw the driver of the 4Runner back into the van, smashing the passenger side. The two police officers fired at the man, who then drove into the café window.

    A man in his 20s who didn't want to give his name said he was inside the Robo convenience store checking a lottery ticket when the truck smashed into the van.

    “I hear pop, pop, pop,” he said, not sure about how many gunshots went off.

    “I saw a guy in a T-shirt pointing a gun,” he said.

    “He (the Toyota driver) was bleeding from the head. . . . He didn't look like he was conscious at all.”

    Then he saw the SUV drive into the coffee shop. The vehicle remained lodged halfway into the building.

    Across the street, Alan Powell and Willie Trowsdale were working on their new computer store, The Wizard. They were in the back of the shop when they heard the truck hit the van.

    Powell said he saw two police officers in plain clothes standing outside the van with their guns drawn, pointed at the truck.

    They kept their weapons out after the shooting until other officers showed up, he said. Then the two took some backpacks out of the van.

    Powell thought he heard two shots, Trowsdale counted four. When they realized guns were being fired, they hid in the back until all was quiet.

    Rob Phillips, owner of the car wash and coffee shop, said employees were in the kitchen closing down for the night when the 4Runner suddenly smashed into the restaurant area. No one in the shop was injured.

    Police interviewed one of his employees who was in the parking lot when the shooting occurred. A Victim Services team also talked with the employee before he was escorted from the scene by police.

    More than a dozen police cars converged on the scene. Just after 8:30 p.m., an RCMP helicopter hovered overhead as police inside took pictures.

    RCMP expected the area to be taped off throughout the night.

    Bush said police will issue updates on the weekend as the investigation progresses. Until then, local RCMP have to be careful so they don't give out information that could jeopardize the independent investigation, she said.

    RIP to the guy who parished. I hope the rcmp have all their I's dotted and T's crossed. It would seem to me this is the second time in the past couple of months they have shot someone who has threatened them with their vehicle whether it be stolen or not......

    I wish the RCMP would just hurry up and let us know what really happened. No matter what the outcome its a shame he had to die! I knew Mr.Bartley (aka WEBB) for years , sure he had a criminal record for a bit of this and a bit of that. But never did he cause direct harm or was a threat to anyone that i know of. I remember him putting a smile on everyone's face that was around him, always willing to give or lend a hand. He had alot of energy, most of it fueled his sence of humor and ! He had alot of friends back home here, and every last one of them will forever love and miss him! Our hearts go out to the family.

    No Ryderhard, I can tell you of an instance where an RCMP was ready to pull his gun on me and my friend for an illegal stop and search in the middle of nowhere between Merrit and Kamloops. My partner and I were just heading home from a business meeting in Vancouver. We were not in violation of any law, our vehicle was fairly new and mechanically sound, but this cowboy thought he was going to play "Military Checkstop" with us. From that experience, I can tell you that you should never want to be caught alone or out of camera range with ANY RCMP member. Oh and did I mention the language coming out of his mouth would even take a trucker another 5 years to learn... definately not becoming of what should be "To Serve and to Protect" Go ahead and live in YOUR dream world Ryderhard. You are just a naive innocent babe if you think you are 100% safe standing next to an - and this chokes me - Officer of the Law.

    Protect and to serve is the motto not SHOOT TO KILL. If anything, we have other tools called the justice system aka court, spike strips and Tazers. Shooting is a last resort and the shot if required is to wound. Just to incapacitate the suspect. Inappropriate behaviour from my fellow comrades. Completely saddened and dissappointed in the events that transpired. My heart goes out to the family and my sincere apology for the few who makes us look bad.

    Why is it that the RCMP are always getting a bad rap. They are doing the job they were trained to do,which happens to be protecting all of us. They are in the line of fire all the time, having to deal with the drunks, the drug dealers, the nut cases, accidents, suidides, robberies, you name it and they do it, they risk there own lives everyday to do good. As for the Calgary police being called in to help with the investigation, that's a good thing. There is no cover up here. Those officers should be commended for ensuring the safety of other people. As for the mother of the man shot, I feel sorry for you, but your son obviously had several issues that you had no control over. Hats off to the RCMP !!

    I lived in Kamloops for nearly 2 decades and still have family there.

    Therefore, I fear for their safety and that of the community, as well as yours.

    The crime rate and drug abuse has skyrocketed and the RCMP are doing their best to maintain what is left of the local society.

    As I said previously we should not make conclusions until the story comes out. I do however have one question. Why are police from another province that have no jurisdiction here investigating this? What's wrong with Vancouver, Delta, West Vancouver, Abbotsford and whatever. Already this is looking questionable.

    In most situations in life whether your a victim or the perp the RCMP are always involved with the situation. I deal with them on a regular basis and trust me when i say they are very cold and have an ego you wouldn't believe. I have dealt with family members of police that all have the same story "they can't separate home from work" I don't feel this attitude is necessary to police a society and It needs to change quickly because over my career it has only gotten worse, way worse! To a guy like "Bazookajoe" (name says it all) you are obviously clue;less as to what the real world holds, from a victims stand point usually the headache starts when police get involved because there is zero compassion therefor inappropriate actions that scar people. Watch the news, check stats, even youtube police misconducts. The police force needs to revamp there conduct in order to gain public approval, as it stands there support is slowly dwindelling and nobody wants that to happen.


    I'm not saying this in support of this criminal, i have no opinion or information about this incident. It just blows my mind people are praising the RCMP for shooting someone, I'll guarantee they aren't even praising each other. Just a bunch of wannabees.

    condolences to the family, not for me to write a word about a situation nobody here has a clue what really happened.
    however, i find the responses by various posters to each other disturbing and revolting. are there not other forums or pro-cop anti-cop sites for some of you to infest. whenever somebody gets murdered nary a word from the anti cop side unless it involves a cop, sad really, but not surprising as some just hate anything to do with authority. meanwhile the pro cop people believe the police can do no wrong, this is not the case in all situations. to jump to conclusions in this case shows little respect for the human side of this story. silly how some of you have resorted to name calling or saying things like i hope you rot, geez get together and pound on each other for awhile, get the rage out.

    WOW! I can't believe how cold some of you are! Nobody except those cops will ever know what exactly happened...That's just the way they work and they will NEVER sacrifice their reputation for a life, especially in a time when they are so scrutinized. They are in that line of work because they are a breed of their own...just like the a%^#holes that are posting on here.     Yes, I have already stated, that it is terrible what he did. Perhaps the RCMP were right to do as they did, perhaps they were wrong.
    They could have done soemthing besides shooting him Four (that's what I have heard) times in the head. He was trapped, and he drove into the shop AFTER the shooting.

    They could have done somethign else. Called backup. Threatened him. There was no discretion. Just Bang, Bang, Bang and another life lost.

    How do you KNOW for absolute SURE that he was a criminal?? Perhaps he was mistaken for one. Perhaps he was one. Perhaps he was just caught in the mistake. Fight or Flight, human nature.

    There are two sides to every story. We hear the cops side, the investigators side and the bystanders side......the one side we will never hear is his. So how do we know what we are readng and being told is the truth?
    The media lies sometimes.

    And Oh? You're in florida? My, why cause stress on this communities' news, when you have your own? Get lost in the mainstream internet, or just decided to pick a town, any town, and voice her lovely opinions to lose who...don't really care when it comes down to it?

    I find it amazing to see that the focus of this forum is so focused on he was a bad guy or he was innocent. what ever happened to focusing on a system that could actually help people. ie: actually some time in jail, stiffer sentences, stiffer consequences. its illogical to think someone can be in the wrong place 3 times in a row. 3 strikes you are out.

    i know it is hard for the family who are hurting because of this fellow's death. i am sure each and every one of us have a lost soul in our family. every hooker has a mom, or is a mom, or is a grandchild. think about it. we all come from some where.

    what we need is to be able to stop the violence, clean up the drugs and take our city back. this means support from the city, the province and the country. dont close our jails, lets use them to help people come out and not be institutionalized, help them learn to be productive taxing paying citizens. turning them lose after 30 days is a joke. they've not learned anything, and they have only have a bit of a repreave from everything going on out here.

    We as a people are so desensitized by the death of those around us.
    It is just a breath upon this world that we overlook.

    Perhaps, yes, this man was a criminal, but perhaps he wasn't. He was a person, a being upon this same world as all of us. He is made up of bones and skin, heart and mind. Perhaps he made a bad choice, perhaps he was just mixed in the Fight or Flight insticts that are in every single one of us.
    He made a bad choice, and was caught for it. What would you do in the same spot? Really? What would you do. Look within yourself and honestly answer. Honestly.

    I did not know him personally, but I still feel for this man, no matter his decisions. I was in the crowd after it happened. I heard the cries towards the cops 'Murders! Murders!!' I heard the jokes of those around me. JOKES! I heard the murmur, the disregard for this human life.
    People were more concerned over if the shop would stay open, than this man.
    People were more concerned over taxpayer money than this man.

    And I was disgusted with those around me. As Cathy has said, as others have pointed out. What if this man was your family? What if he was your brother, son or father? Forget his discions! Forget that he might be a criminal...he is a human being. There should not have been jokes on the scene. There should not have been anything but sadness.

    Death is but a whisper in which we ignore....

    it sure seems like a lot of the people posting comments apparently witnessed what happended, also i can't be sure but i'm guessing the two undercover officers weren't dressed in suits and ties, they most likely looked like bikers or gangsters, so i think if they came running towards me with guns i would have tried to run them down

    Also the two officers that did the shooting, were not supposed to alter the scene. Other investigating, uniformed officers were the ones supposed to investigate the scene. Removing any possible evidence is tampering with the case.

    Two undercover police man quickly approached the ther rear of the mans vehicle as he was backing out, in unmarked police cars. This boy did not assault a police officer due to this technicality.
    Yet this is how it was reported "assaulting a police officer".

    All witnesses say the forward acceleration was post shooting. People can't really be expected to be a safe driver with bullets in the cranium, not to mention the fact it wasen't possibly a getaway.

    So yes let have the details first befor we make any decisions. These details above are why things are up in the air today.

    *witness statements like "He's wasen't a rookie and he wasen't a seasoned officer" is utterly [expletive] and meant to protect the officers involved. Not, to mention that the witnesses are not allowed to tell their version of the story, until the "investigation is complete", or should we say the shooting is sewn up officially.


    Make this a poll.

    If you were at the store and 2 men approached your vehicle (not in uniform). Would you assume they were police or trouble.

    Police investigating police is a friggen joke,

    Comments that seems to pop up far to often is the person was known to police , Does that mean that it is ok to kill that person if there was a altercation , I would hardly think so , But seems to be the trend. As for shooting anyone while they are driving id ridiculous as , Again the RCMP are very fortunate that there was no one injured or killed in the coffee shop , As it could have been anyone of us in that building..
    There are far to many killings taken place by the RCMP and other forces and a total review of there polices brandishing there guns is required ..
    This comment is not bashing police but is common knowledge .

    I find it hilarious to read all of the "experts" opinions on this matter, from the hardcore police hating bias to stereotyping a criminal. Yo, my favourite part was when dude down there says the cops just started letting off rounds because he backed into the van... so he backed into the van and then crashed head on into a store.... because when you back into someone at like 25 km an hour the next thing u should do is tear off in the other direction. He knew it was a police car... why do you think they were there to begin with? The guy made a mistake... he ran. Of course, these arent exactly facts, but if u use a little common sense(which apparently isnt so common) you might see this for what it is. Its unfortunate the guy decided to rob a store for like maybe 200 dollars and died for it. If anything, feel bad that a man gets to that point of desperation that he would go to that much trouble for 200 dollars. So, instead of being so westernized about the issue, maybe take a good hard look at yourselves and the rest of the society we live in and maybe think about the external forces at work here. If you treat criminals as less than human then thats probably all theyre ever going to be. A lot of people out there are desperate and need help and support from the community as a whole so the entire community can grow together and incidents such as this could be avoided in the future. To all the people saying "GOOD, great shot!"... Pretty pointless and immature, but people act like that when they have a hard time dealing with their emotions. How many of you have children, friends, family... whoever.. involved in or has been involved in some sort of criminal activity? Maybe theyve turned their lives around now... but it could have easily been them in that SUV. The guy wasnt a murderer, rapist, or anything like that, he was just trying to get by and made some poor choices and ended up in a very bad situation. The loss of life is never something to celebrate and I think those who choose to are just trying to cope with life and the stuff we see on the news and on the street day after day. I can guarantee celebrating this man's death isnt going to improve anyone's situation, including your own.

    Oh good! Thanks for clarifying. It would be awful for an innocent bystander to be hurt/killed. It will be interesting to read the details when they are released. I find it hard to believe that this man was shot just for backing into a police vehicle.

    There was no one killed behind 7-11 other wise that would have been blocked off too. That's where they were detouring traffic through. It was just someone jumping to conclusions just like most of you. Wait till the solid evidence comes out before jumping to conclusions. I have just read 4 different stories published in the papers and they all clashed with each other. And I agree with the people that actually feel for the family. I did have a chance to get to know him and he really was a very nice guy. So instead keep the negative comments to yourself until the all the facts are out and proven. Maybe he did what some are saying. Maybe he was just like a lot of other people that I've seen that back up with out looking!

    Ryderhard, I can see why ppl are lashing out at you. You said that its his familys fault? For not teaching him right from wrong? How do you know? He chose his own path. He was a adult and made his own choices. Speaking as a parent, I DO teach my kids right from wrong, are they always going to listen? No they arent. Just like everyone elses kids. I dont see a halo on your head nor do I see you walking on water. You didnt always make the right choices either did you. Your house is glass to you know know so you shouldnt throw stones. Or were you not taught that? I dont know who this family is, but my heart goes out to them. This man made a mistake whatever it was, and he paid for it. And now so are his family.     Seriously, people...what's with the jumping to conclusions on either side? Who's to say if the deceased did or did not deserve to be shot in the circumstances? Certainly not me, at least until I have more information.

    On the other side of things, instantly shouting "looks like a cover-up coming" or the like is similarly jumping to a conclusion without any factual basis for doing so.

    How about we all just wait and see what comes out of this? Or would that be asking too much?

    I think we should wait for trhe investigation results, using a car for a weapon is a dangerous as any other weapon. To notscaredofblindpeople I don't known of any policeman who would tell you "that only scared people carry guns" are you saying our Soldier and Police are scared? yes you are likely right.Why don't you sign up for the Army and get shot at, or become a policeman and get shot at over someonelses bad choice.

    Bottom line is a man is dead and the people who shot him will be justified because of the badge they wear and the training they took. Obviously the training is a good thing but cant always help a person who disregards it and takes the high adrenaline happy finger route. A man is dead, gone, wont take another breath on this planet.     Hey sunshiningohsobrightly, who cares what it makes this city look like. That is so secondary and inconsequential to anything of importance, like loss of life and subsequent investigation. Those police officers killed someone, they have to deal with that, and somewhere someone is grieving the loss of their son, brother, uncle, maybe even dad. So let's all just take a step back and let the investigation unfold instead of speculating and even ignorantly celebrating his death (riderhard).

    All I can say is GOOD SHOOT !

    The perp in the rusty Toyota threatened the lives of the cops who were pursuing him, and threatened the lives of the public. His actions of intent to kill by ramming a van full of cops broadside sealed his fate.

    Thank the RCMP for saving taxpayer money wasted on idiots like this who are just begging to be removed from the gene pool anyways.

    So, what kind of rounds do they use up there ?

    Semi-jacketed 230gr hollow points would be my guess.

    Ok so from what I understand because buddy backed into the cops he was shot in the head? Are the police supposed to think first not just react? Sounds to me like they panicked and got trigger happy. Probably the first time they ever had the opportunity to fire there guns and took it. To bad they couldn’t off taken an extra half a second to think, then maybe buddy may have lived. Taking a life if you think about it is a very big deal and I don’t think this was a reason to shoot to kill. There supposed to be trained to subdue or disarm or take appropriate means to take care of the situation with out death. Shoot to wound maybe but even then that seams excessive to me. Another case of police with a mentality of being above the law. We are the law right guy and girls what we do and say goes our actions will be taken lightly if at all…..

    A police officer told me over 10 years ago, in relation to violence prevention week.

    He said,

    "Only scared people carry weapons, and no matter their exterior, in their own mind they will always always feel like they are a victim"

    My stance will never change, you pull a gun your a coward. Cut me up slander me, but I still don't believe splatering brains is good for anyone, or the coimmunity as a whole.

    This is a prime example of why these low level criminals are carrying weapons in the first place.

    A while ago they considered having one drug class in Canada, meaning posession of a joint would be the same as a pound of cocaine. Problem is the low level peaceful potheads would face the same charges as a major importer of hard drugs.

    Well, on the street the mentality changed from "Lets go relax in the park and smoke one too, Might as well go crazy, rob a few cars etc, because its the same charge."

    The more violence is used the more the criminals will carry weapons to defend themselves. But, hey who am I to talk. I'm just a dumb politician.

    What is wrong with an RCMP helicopter hovering over a serious crime scene? Also, the article states the police interviewed only one employee of the bistro who was in the parking lot when the shooting occured, making him, oh I don't know...a WITNESS perhaps?
