Prolific sex offender charged after allegedly approaching minors

A convicted sex offender who targets children between the ages of three and 11 has been charged after allegedly approaching two children in contravention of court-imposed restrictions.

David Bruce Jennings allegedly approached a 14-year-old and a mother with her three-year-old both on June 8.

He was arrested June 14 and charged with two charges of breach of recognizance. He is now out pending his June 21 court appearance.

Jennings, 48, is no stranger to the Kamloops area, having done time for assaulting a local girl back in 1999. He was also found guilty in Alberta in 1992 and 1996 of sexual inference with a girl, 4, and a boy, 5.

A resident called RCMP to report the most recent allegation after recognizing Jennings from an alert in October 2011 warning the public he was being released into the community.

"Some offenders who choose to come back to Kamloops do not like the attention that they get from police here," said Staff Sgt. Grant Learned. "High risk offenders will either comply with the regulations set out by the court order or they will move on to another location or they will plan on spending a lot of time in jail."

Police allege that Jennings initiated a conversation with a 14-year-old girl on June 8 who was standing by the curb in the 1900 block of the East Trans Canada Highway. The young girl was wearing her work uniform and waving a sign advertising a fundraiser.

Jennings allegedly went to a nearby pizza restaurant and told staff that he wanted to buy a pizza for the girl with the sign and deliver it to her directly. He left after staff became suspicious and said they would deliver the pizza, according to police.

Later on, Jennings entered a bank with a male friend and after a transaction, bought a promotional stuffed animal.

A woman and her crying three-year-old daughter entered the bank. When she left, Jennings and his friend allegedly approached the mother and daughter in the parking lot and gave the toy to the girl.

They than allegedly followed the woman to her vehicle, where she had three other children under the age of seven waiting in her parked car, and had her roll down her window to talk to her about her daughter and the stuffed animal.
