Set garbage pickup later in the day

Seems there is a bear problem caused by garbage. There are a lot of people putting out the garbage the night before pick-up day.

Well, yes, they want their garbage picked up, but are not willing to get up early to do so. The answer is simple in bear-garbage interface scenarios.

Set the garbage pick-up ahead four hours so most people can put out their garbage in the morning at their leisure, and avoid having the garbage out all night. Or is this too simple of a solution for the bruins we love?
