    Regarding Railway Ties Still Pose Hazard To River (The Daily News, Feb. 22). Why blame environmentalists for these toxin-soaked ties sitting idly by the water?

    You want an alternative to getting rid of the railway ties? Complain to the railway companies. They own them, it’s their job to dispose of them properly, and they should be held accountable.

    They haven’t done this because the bean counters in the upper ranks don’t care to spend money if they don’t have to, but they will if enough people make formal and public complaints.
