Teen caught with terrorist information

New restrictions placed on youth who pleaded guilty to assault

A teen already convicted of arson was caught with terrorist information, detonation materials and equipment for a homemade Taser.

The teen, who cannot be named under provisions of the Youth Criminal Justice Act, pleaded guilty Monday to assault as well as breaching a court-ordered condition.

Prosecutor Chris Balison said the social workers at the youth home where the young offender lived found alcohol, prescription drugs, fake ID, detonation material and a mask, among other items.

The RCMP’s International Security Enforcement Team was called in.

Balison said experts found information detailing locations of jewelry and gun stores, on interrogation and hostage-taking techniques, techniques on car theft and a “how to” list of sexual activities with females.

There was also information on setting up an al-Qaida cell.

The youth already has convictions for sexual assault with a weapon, arson, assault, and break and enter.

Following a joint submission from the Crown and defence, the teen was given a 30-day sentence: 20 days in custody and 10 in community supervision.

The Crown said the youth motioned a punch at one of his workers, stopping only inches from his face.

The 17-year-old, under care of the Ministry of Children and Family Development, will face new probation restrictions based on the RCMP’s investigation. The probation order stems from his conviction on the arson charge last year.

The Crown asked for house arrest provisions at the social services home where he is living in Kamloops, including curfew checks by RCMP. He cannot have access to a computer or cellphone with Internet capabilities, and is prohibited from possessing a weapon or bomb-making materials.

The three-year probation on the arson charge began in August 2012.

Defence lawyer Don Campbell said the teen is taking courses online toward his Grade 12. He has been under care of the ministry since he was six years old and was sexually assaulted by another youth while in one of 10 placements.
