Treatment of horses calls for penalties

I, like most people, am appalled at the treatment of those poor horses (The Daily News, Nov. 28).

However, unlike the paper and some letter writers, I am not as upset with people who failed to report their circumstances as I am with those who are responsible for their condition in the first place.

Will they ever be identified and prosecuted? We have had this problem in the past and I don’t recall any meaningful penalties being handed out. Will this time be any different?
