      Rafe was a lawyer, practising in Kamloops, and a politician serving on Kamloops council 1973-4 and Kamloops MLA from December 1975 to January 1981. He held three major portfolios in the provincial government before going into radio. He is co-founder of The Common Sense Canadian, an environmental activist group.
